I don't get it. What does this mitigate, exactly? SES-1 still seems to be in the data path, just with a different ground station.

How would that help??

I'm leaning more for the phaser plan ...

SUBJECT: GALAXY-15 MITIGATION PLANS

A POTENTIAL INTERFERENCE RISK HAS BEEN IDENTIFIED BY
THE AWIPS SBN SATELLITE PROVIDER WHEN THE GALAXY 15
'ROUGE' SATELLITE TRAVERSES THE SES-1 ORBITAL POSITION,
WHICH MAY RESULT IN A POSSIBLE LOSS OF DATA TO THE NWS
AWIPS SBN. CURRENT PROJECTIONS HAVE THE INTERFERENCE
TAKING PLACE BETWEEN DEC 12TH AND DEC 18TH.

ON FRIDAY DECEMBER 10TH FROM 2000Z UNTIL 2200Z, THE
FOLLOWING TEST WILL BE CONDUCTED TO MITIGATE POTENTIAL
IMPACTS TO THE NWS AWIPS SBN:

1. THE AWIPS SBN DATA WILL BE ROUTED AS USUAL FROM THE
NCF TO THE PRIMARY AWIPS MASTER GROUND STATION (MGS)
LOCATED IN HAUPPAUGE NY.

2. THE AWIPS PRIMARY MGS WILL BROADCAST THE SIGNAL FEED
THROUGH ANOTHER SATELLITE FOR ROUTING TO ANOTHER
MASTER GROUND STATION LOCATED IN HAWAII.

3. THE AWIPS SBN FEED WILL THEN BE RE-BROADCAST THROUGH
THE MGS IN HAWAII TO THE SES-1 AND THEN DOWNLINKED USING
THE CURRENT AWIPS SBN PARAMETERS.

IF THE MITIGATION TEST IS SUCCESSFUL ON DECEMBER 10TH,
THE TEMPORARY CONFIGURATION WILL REMAIN UNTIL AFTER
CONFIRMATION IS RECEIVED THAT GALAXY 15 CAN NO LONGER
INTERFERE WITH THE AWIPS PRIMARY SATELLITE. CURRENT
PROJECTIONS HAVE THE INTERFERENCE TAKING PLACE BETWEEN
DEC 13TH AND DEC 18TH. ADDITIONAL INFORMATION AND RESULTS
OF THE MITIGATION TEST WILL BE PROVIDED AFTER THE TEST IS
COMPLETED.
