The header on the NOAAPORT CCB has changed from 0x400c to 0x3100 with no
other changes. So rather than skipping over the CCB, my ingestors (as
do others) think the CCB is the WMO header. The 0x31 turns into the
number "1". Everything else is fine... just those two bytes are
wrong.
