Ketan,

The Unidata IDD Noaaport streams contain PIL identifiers, and pqing
will by default create pil identifiers for properly formatted WMO
bulletins by default.
The "-i" option to pqing will turn off creation of PIL identifiers.

The LDM product identifier for WMO bulletins will have the PIL appendded
following the WMO header as a string "/pNNNCCC".

In your pqact.conf, use a regular expression that matches the PIL such
as "/p(NNN)(CCC)".
