Use wget and pqinsert within a script, and you would be in business . . . at least locally.

this feed (which is ready for LDM) and ingest it into a new IDD feed.

I was looking at EMWIN, not NOAAport, though. I want to use it in case the NOAAport feed goes out and EMWIN stays on (as was the case on Saturday evening).
