I played around with this some. I downloaded one of the zip files (El Paso something or other), I extracted the .prj file, and edited it to change "Foot_US" to "foot", and added it back to the zip file. With this, I was able to display the data, but it shows up in the wrong place. So, either there's a bug in the prj parsing code, or the state planar projection is not defined completely by all the other parameters.

Unidata can look into this for you.
