Good morning Daryl,
I thought for sure that would fix the issue, but I still get the same error. I
verified that my imgtyp.tbl is the current one you suggested. I also verified
that $GEMTBL/unidata exists and has nex2gini.tbl and also verified that
$GEMTBL/luts contains the upc* files.
Any suggestions on where else to look?

Fouler upper of Community GEMPAK releases here. I suspect the simple issue is
that there is no DHR entry in $GEMTBL/sat/imgtyp.tbl . From my github repo:
$ grep DHR *
imgtyp.tbl:RADAR DHR 0 255 11 2**27 1
upc_ref.tbl
$ git checkout 7.14.0
$ grep DHR *
$
I'd suggest over-writing the imgtyp.tbl with the current main branch version.
