importing a dataset


I have done a ton with GEMPAK over the years, but have never imported a
dataset.  We have a dataset that is produced for us by CPC of
stratospheric wind data.  The data consists of u/v values at 10,5,2,1 mb
at various lat/lon points:

Can someone recommend the best way to import this to view it in
GEMPAK/GARP/NMAP2?
