[galeon] CF-netCDF as a separate OGC spec

Hi,

Earlier emails mentioned the possibility of proposing CF-netCDF as a
separate OGC standard, the feedback has been generally very positive.  A few
issues have been raised, but solutions have been suggested that appear to be
reasonable.

-- Regarding control of the both CF and netCDF, it would remain where it is
now.  So that should not be an issue.

-- In terms of copyright of the material in the OGC specification documents
that pertains directly to CF and/or netCDF, other organizations in similar
circumstances have granted the Open Geospatial Consortium, Inc. (OGC) a
nonexclusive, royalty-free, paid up, worldwide license to copy and
distribute this document and to modify this document and distribute copies
of the modified version.  This seems to make sense.

-- As to the current effort to establish  CF-netCDF as an officially
sanctioned encoding extension to the WCS specification, our intention is to
continue full speed ahead in parallel with that initiative.  The experience
with be invaluable and the approach we have taken thus far looks like it
will work well in that the parts of the document specifically pertaining to
CF and netCDF are pretty well separated from the sections describing the WCS
protocol interactions.

It will be good to get additional feedback at the next OGC Technical
Committee meetings in June, but so far it appears to be worth pursuing
actively.
