I'm not the right person to answer your question about Difax.  It's the NWS and 
NCEP who are driving the Difax distribution needs.  You can send a note to the

The information you sent out mentioned the charts being no longer availalbe via 
FTP.  We currently grad these charts using the HTML server, not FTP. Do you 
know if these charts will still be availabe via the HTML server?
