[conduit] delayed delivery of GFS 0.5 deg grib2 data?

Since about 18 OCT, I've been noting that the GFS 0.5 deg grid 004 have been 
arriving significantly later than I'd seen in the past.  Is this likely to 
continue (do I need to change my script timing...) or is this likely a 
transient phenomenon?
