Change C., 2 under Section III. RESPONSIBILITIES to read:

To preserve the NIDS network until WSR-88D wideband data are available on a operational basis, these data and products developed from the data must not be redistributed in a way that results in unfair competition with the NIDS products. WSR-88D wideband data and any products developed from that data may be redistributed in real-time only for educational and research purposes. Redistribution for any commercial purpose is not allowed including redistribution to any user that uses the data for commercial purposes.
