netCDF-Java version 5.5.1 released

The Unidata THREDDS development ream released netCDF-Java 5.5.1 on December 20th, 2021. In addition to several bug fixes and dependency upgrades, this is the first version of netCDF-Java that has read support for the Zarr data model. Artifacts from the 5.5.1 release can be obtained from our artifacts server following [these instructions](https://docs.unidata.ucar.edu/netcdf-java/current/userguide/using_netcdf_java_artifacts.html). ToolsUI and netCDFAll can be obtained from the [downloads section of the Unidata website](https://www.unidata.ucar.edu/downloads/netcdf-java/).
