[netCDF #HBR-304627]: Installing NetCDF with 32-bit libraries on Ubuntu 20.04

Hello,

You should be able to install netCDF using the latest source release, found
here: https://github.com/Unidata/netcdf-c/releases. You can find information
about building from source here:
https://docs.unidata.ucar.edu/nug/current/getting_and_building_netcdf.html.

Upon inspection, this information is slightly dated; I'll refresh it in advance
of our upcoming 4.9.3 release, but if you have any further, specific questions
about compiling the latest version, please reach out!

I hope this helps,

-Ward
