[netCDF #HHB-930547]: configure netcdf-fortran-4.5.2 error: C compiler cannot create executables

`--disable-dap`and `--disable-netcdf-4` are options used when configuring 
'netcdf-c', not 'netcdf-fortran'.  You can ignore the warnings you received 
from `configure` for netCDF-Fortran.  From the `config.log` file you provided, 
it appears that netCDF-C (libnetcdf) is not installed on your system.  You will 
need to first install the netCDF-C libraries, which may be downloaded here: 
https://github.com/Unidata/netcdf-c/releases.  I am not very familiar with WRF 
or their installation instructions, so you may want to contact the WRF team to 
see if they can provide information regarding a specific version of netCDF-C, 
etc.
