I have applied the patch and it's available in our daily snapshot release:
ftp://ftp.unidata.ucar.edu/pub/netcdf/snapshot/netcdf-4-daily.tar.gz.

Can you tell me a little about how you are using netCDF? Emergency response to 
microbial risks? What does that mean? Bio-terrorism?
