[netCDF #CYF-313110]: Help on building netCDF 4.0 for windows

You can just use 1.8.2, as far as I know.

No, if it depends on anything from later than 1.8.1, it's a bug.
There was a significant performance bug when accessing compressed or
chunked data that was fixed in 1.8.3, but the somewhat slower results
using 1.8.2 were still correct.
