Hmm, I'm not sure what you're unpacking. Can you get:

ftp://ftp.unidata.ucar.edu/pub/netcdf/netcdf-3.6.2.tar.gz

Then open the existing solution file: win32/NET/netcdf.sln

You don't have to create a solution file. It already exists...
