If I understand your suggestion, you are saying that you would like to specify
the dimensions by name, not by dimension id. Is that correct?

In fact, that's how it works in Java, so you certainly have a point!

NetCDF is a free software package, and we welcome community improvement of the
software. If you would like to write the code to demonstrate this feature idea,
we would be very happy to take a look at it.
