[netCDF #UKR-102320]: windows netcdf f90 interface for intel 9.1

What you want has been done (for a 3.6.1 beta release). See here:

NetCDF is supported by only one full-time programmer (though we are about to go
to two) and support netCDF F90 on windows has not yet me squeezed into my work
schedule! ;-)

If I was going to try it I would think that doing it within cygwin would be
easiest. (NetCDF builds out of the box on cygwin).

NetCDF is a community supported free software product, and we ask that any
porting you make to new platforms be made available to the community.

If you can reduce the build process to a configuration file and a set of
instructions, with a pre-built set of binaries, I would be delighted to make
that available to other users!
