There is no GUI. The only two command line applications are ncgen and
ncdump. 

NetCDF is a programming library, so the main idea is that you get the
DLL and call the functions in it.

Do you have a netCDF data file? If so, try ncdump on it, and see if it
will list the contents of the file.
