I think you may be referring to "Open ECDIS"

I hadn't heard of Open ECDIS, and we haven't shared any development.

I can't find an online copy of the S-57 standard for Electronic
Navigational Charts (ENCs) developed by the International Hydrographic
Organization (IHO), but from the overview at:

  http://www.iho.shom.fr/

it looks like it's fairly specific to hydrography and marine
navigation.

I can't find a good description of the S-57 data model anywhere, but
if you know of one, I would be interested.
