It sounds like you need to write an application that reads
in the parameters from the original netCDF and writes them
to a new netCDF that has the format that you want. We regret
that we do not have sufficient staff to help users develop their
own applications. We can suggest, however, that you may find
that some netCDF user has already developed an application that
can do what you want. To find out if this is true, you should
subscribe to the netcdfgroup email llist and send a request
to the group.

If you decide to subscribe to post your inquiry, please wait until
you have received notification of being added to the list before
you send your email.

Best of luck in your endeavors.
