Zach,
Your gcc is probably not installed correctly or your PATH is not configured for
compiling and building from C source code. This has nothing to do with netCDF,
it would also be a problem trying to compile and link any C program.
It may be as simple as setting your PATH correctly to contain the directories
needed for gcc. Or you may need to reinstall gcc.
