Actually the daily snapshot for 3.6.2 is tested daily on Cygwin. You can also
get snapshot binaries here:
ftp://ftp.unidata.ucar.edu/pub/binary/cygwin_nt5.1_1.5-i686/
The problems you are seeing are possibly a result of someone else running "make
check" and creating test files. Then when you run "make check" if complains
that you don't have permission to overwrite the test files. So before you try
the snapshot you might want to see if 3.6.2 works for you.
Please try a:
make clean check
If that doesn't work, please send me the complete output, as well as
config.log.
