We've installed the next release of the netCDF package here;
consequently, our on-line INSTALL file is more recent.

No, you don't have to use the "-e" option of make(1) (the installation
procedure we use completely by-passes that capability).  Just follow my
3-step instructions from two emails ago (do INSTALL steps 2 through 4,
set the environment variables as mentioned, do INSTALL steps 6 through
9).
