I grabbed the file and I can dump it using ncdump from netcdf-3.3.2a
(built here in June of 1997) on a SunOS 5.6 Sun Ultra-2.
I don't see any changes to ncdump between 3.3.1 and the version I'm running.

I should have asked you this before. What is the environment where you
are seeing this problem? Send me the results of 'ncdump -U' and 'uname -a'
on your system. Is the file system where the netcdf file lives NFS mounted?
