On our machine, there is no man page for it, but it is installed in the
same directory as f90:  /opt/SUNWspro/bin/fpp

Our version of f90 is:

    $ f90 -V
    f90: WorkShop Compilers 4.2 10/22/96 FORTRAN 90 1.2

According to Steve Emmerson, the reason the FPP and FPPFLAGS environment
variables must be set before invoking configure in this case is to make
the configure script provide a workaround for a bug in the way Sun's f90
handles .F files.

Let us know if you still can't find fpp.  Maybe earlier versions of f90
didn't include it?
