I don't know what your problem is, it works fine for me on your machine.
Perhaps you should use the vendor's compiler.

The "installed" library also works:

carson 14% c89 -n32 -o t_nc -O t_nc.o -L/carson/glenn/netcdf-3.3.1a/lib
-lnetcdf
carson 15% ./t_nc
 ... the appropriate output.
