I don't know if you can or can't use the pre-built libraries.  We don't
have a system like yours so we can't investigate.  You might try posting
to the netCDF mailing-list <address@hidden>.

We don't support the MSC5.1 cc compiler so no, there's no makefile for
it.

Information on where to get the DJGPP/f2c development environment is in
the file INSTALL.  The relevant URLs are

    ftp://ftp.coast.net/SimTel/vendors/djgpp/

and

    ftp://netlib.att.com:/netlib/f2c/
