[IDV #WZI-324925]: Outdated SREF Precip data

Greg,

The apcp variable is called Total_precipitation in the parameter table which is 
parameter 8. I need to add the times that it's valid for to the variable. 
Currently the code lumps all the variables together under name 
Total_precipitation.
