I think the way you are doing this is the correct way, but for some reason,
the IDV doesn't like this file. Could you make the data available?
Alternatively, download the latest version (2.5) and install the patch file
available on the download site which was announced on the idvusers email
list. That has some fixes for the new Level II format.
