Shangyao,

The SST grib products are using grib table version3, where as most others
use specify version 2.

You will need to copy the version 2 tables in $GEMTBL/grid from
wmogrib2.tbl and ncepgrib2.tbl to wmogrib3.tbl and ncepgrib3.tbl.

Then you should be able to decode your data. You should remove the
99110300.sst_gem file if its was created since it will not have
the correct parameter information in it.
