19990929: ECMWF data

Brett,

It sounds like you are saying that your data isn't from the IDD.
If thats the case, then the projection may not be defined in dcgrib.
Dcgrib defines what grib grid numbers are subgrids of a larger grid
to use for tiling- so these definitions must be defined internally.

Since nagrib doesn't tile anything, your output file will be the
projection of the first time you encounter.

If you can output the list information for a grib, then I can tell you
if that projection is defined as a tile for dcgrib.

In NAGRIB, set MAXGRID=1, GDOUTF = LIST, and GBDIAG=all.

The grid ids for IDD ECMWF are grids:
ECMWF id 1-4 (NH)
ECMWF id 9-12 (SH)
ECMWF id 5-8 (35N-35S)

The pqact patterns I sent you previously for the IDD use the 8 tiles from
NH & SH for the first action, ans the tropical winds grid 25N-35S for
the second action.
