Phil,
Unidata Licenses GEMPAK from the developers at NCEP to provide to
educational institutions at no cost. Our current agreement does
not provide for us to distribute GEMPAK to groups other than
educational institutions. We do provide GEMPAK to the USAF academy
as well as AFIT, which in both cases are considered educational
institutions.
We refer other groups such as yourself to the NASA software
distribution center (http://www.cosmic.uga.edu/). The URL
above currently refers all questions regarding software to:
http://www.nttc.edu/software/
