No. The AREA020x files are in the Unidata/Wsic data stream in the same
AREA file format as the satellite images that are being transmitted.

If you are decoding the AREA files with a pattern like:
MCIDAS  ^LWTOA3
        PIPE    -close  lwtoa3..... etc

Then you have the MDR commposite images. All of the composite
MDR AREA files will be named AREA020x, where the x represents
a number from 0-9.

Are you decoding the AREA files from the IDD data stream? 
These include all the GOES8, GOES10, flotar images and Antarctic
composite images as well as the MDR composite.

The other files you mention are the text bulletins in the DDPLUS data
stream. There is decoder to create GEMPAK files from these files.
The files in the data stream that I am refering to above are composite
images for display rather than data which would be converted into
a data management file. The display of AREA file images is accomplished
in the GEMPAK command line programs by specifying the image file name
using the SATFIL parameter. Additionally, the projection should
be set to PROJ=sat and CLEAR=y.
