[CONDUIT #PGY-808322]: Upcoming NCEP CONDUIT maintenance

I believe that we got all of your emails.  And, yes, I noted when access
to the Boulder servers via ncepldm4.woc.noaa.gov went away.

So far, we have not received anything from the CONDUIT community of users.
