[CONDUIT #PGY-808322]: Upcoming NCEP CONDUIT maintenance

Hi Carissa,

Sorry for the slow reply.  We have been packing our shipment for AMS,
and the shipping folks were scheduled to be here by 12 noon, and we
were not ready to go.

Hmm...  I would say that an LDM/IDD outage begins as soon as the
participating LDM(s) are turned off.

Very good.  Most folks will not even notice the switch to the new
CONDUIT toplevels.
