I think that it is great!  I have long wanted to see a private concern step
up and relay CONDUIT to other non-traditional sites.

Yes, but they do not/can not get their feed from us (Unidata Program
Center).  They can, however, get fed from an IDD participant (e.g.,
Unidata university) if that participant agrees to provide the feed.
There could be some sort of quid pro quo for this, but not always.

A lot of the .com entries in our real time stats pages are getting NEXRAD
Level II data from one of the top level relays for that data.  The end
user has not removed reporting stats to us either because they don't care,
think it is a good idea, or haven't bothered.  Other .coms are getting
their feeds from a Unidata university site... this is OK for all
non-restricted feeds.

There has to be a site willing to feed the user in question.  Is NCEP willing?

By the way, we have had discussions with Precision Wind in the recent
past.
