Change to CONDUIT tomorrow

Tomorrow at approximately 1200 UTC, the Web Operations Center (WOC) and
NCEP will be transitioning the processing that feeds data to CONDUIT to
a new server at the WOC. This change should be completely transparent
to users, but in the event you experience any issues, please contact us
