20060927: CONDUIT feed changes

David,

I see that flood has been getting data from ncepldm.woc.noaa.gov.

I exchanged emails with Virginia Galvin at TOC regarding the firewall
as they were seeing the attempt to connect from flood from the ip
that didn't match the IP they had from you. I told them that
your IP had changed and gave your contact info should they have any
questions.

I'm not sure about timing regarding changes to the firewall on the
operational TG
systems, but since we will transition the remaining CONDUIT data off of
TGSV32 on Oct 17, that is a low priority for them I'd guess.

Regarding the updated request lines to add the ensemble to your request
from WOC, here are the TGSV32 and NCEP ldm lines as of 19Z today, so you
can add the gefs set to your request from ncepldm:
