In regard to tgsv32.nws.noaa.gov, that name isn't advertised by the NWS. 
Instead, 
you have to have an /etc/hosts entry such as:

140.90.165.162  tgsv32.nws.noaa.gov tgsv32

Since you are able to connect to f5, you default route should be ok.
If you can ping tgsv32 by ip rather than name, you might need to
add the tgsv32 to your hosts file. 

Does the ncepldm name resolve from name service (just wondering it
you were connecting to f5 by ip, or had that in your /etc/hosts file.

You can alo feed from idd.cise-nsf.gov and idd.unidata.ucar.edu.
If you try, let me know so that I can see if your host has reverse dns.
