[AWIPS #AKV-251431]: plotting roads using metpy or python-awips

And just to confirm, if you don't use any 'hwy_type' designation (filter) and 
just use everything returned
by the ('table', 'mapdata.highway') setting, you don't have any missing road 
segments, but is it too many
roads for what you want?
