[AWIPS #EHW-712688]: Trouble issuing Tornado/Severe Thunderstorm Watches

Hello,

Thank you for bringing this to our attention. This should be fixed now, but you 
will need to restart CAVE and delete caveData 
(https://unidata.github.io/awips2/appendix/common-problems/#windows).
