[AWIPS #ZIX-989043]: wget question in awips_install.sh file

Hello,

Thank you for bringing this to our attention. Those two lines should not be 
commented out. I have updated the installer script on our webpage. You can 
either uncomment those lines or re-download the script (I did notice I had to 
clear my cache in order for the correct script to be downloaded).
