[AWIPS #RFE-769749]: IFR Probability/Cloud Thickness with GOES?

Hello,

These products are available for both GOES 16 and 18, however even though we 
were getting them we hadn't added them into our menu. I just added it to our 
menus for GOES West CONUS so if you close CAVE, remove caveData 
(https://unidata.github.io/awips2/appendix/common-problems/#removing-cavedata) 
and then restart CAVE you should see the updated menu that includes the Fog/Low 
Stratus products, including cloud thickness.
