[AWIPS #LOS-792156]: Installing Cave for Multiple Users on Machine

Just to confirm, the machines you're installing CAVE on are Windows machines?
If that's the case, we have a system-level installer for Windows that you can 
download from here:
https://downloads.unidata.ucar.edu/awips2/current/windows/awips-cave-admin.msi
