There have been many WCS change requests (submitted mainly by Peter
Baumann) as a result of GALEON Phase 1 efforts. But I have submitted an
additional change request which is available as a "pending document" on the
OGC portal. A copy is available at:

As you will note, it is a simple interim measure to get the netCDF listed
as a sixth encoding format for WCS. (This was submitted with the
realization that netCDF without conventions falls into the "overly
abstract" category along with HDF-EOS and that shortcoming will be
addressed in GALEON Phase 2).
I would appreciate some guidance as to how to proceed from here. Does this
require a formal motion at the TC meeting? Is the Coverages WG session at
the Huntsville TC meeting the appropriate place to deal with this? Or is
it the WCS revision working group? As you may have guessed, I'm not an
expert on Robert's Rules, so I'd appreciate your suggestions on how to
proceed with this - whichever session it falls into.
