David - yes; I have received several reports that G28 went down around 1315Z this morning, and has not really come back up.

For our dish aimed at galaxy-31 all is well, but we have had trouble with our dish aimed at galaxy-28 and are wondering if this is just us or others can confirm the same.  We lost signal/data lock at 10:42 Central this morning and there seemed to be reduced data flow for a couple hours prior to that.
