[netCDFJava #HRX-754388]: zarr netcdf-java

I'm not up-to-date with the current progress of Zarr support in netCDF-C 
project - it would be best to reach out to them at address@hidden.

We will begin working on Zarr version 2 read support at the IOSP layer in the 
next month or two, and our first target will be object store based Zarr. From 
there we will work on implementing java read/write support for ncZarr.
