[netCDF #CNJ-934792]: Possible bug in netCDF C-API

Oops, although ncdump no longer gets an error on your efitOut.nc, it still has 
problems, behaving as if there are no times for the time variables inside 
subgroups.  
Sorry for bad "fix", I'll let you know when I think it's really fixed ...
